The right to negotiate will be decided by the lowest price method, so:
① The bidder shall submit a bid including all direct expenses related to the procurement subject, including equipment, materials, machinery, transportation costs, outsourcing costs, and all other expenses, estimating the contract amount.
② When deciding the right to negotiate, the amount obtained by adding 10% of the amount stated in the bid (fractions less than 1 yen are rounded down) will be considered the application amount. Bidders must submit a bid stating the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
2 Eligibility for competition
(1) Must not fall under the provisions of Article 6 of the National Cancer Center Contract Handling Rules. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions.
(2) Must not fall under the provisions of Article 7 of the National Cancer Center Contract Handling Rules.
(3) Must have a qualification certificate (unified qualification for all ministries) rated A, B, C, or D for "manufacture of goods" or "sale of goods" with competition eligibility in the Kanto-Koshinetsu region.
(4) Must be enrolled in social insurance and labor insurance without arrears in the last two years.
