1. Matters subject to competitive bidding

(5) Bidding method
The first negotiation right holder will be decided by the lowest price bid method, so:
① The bid submitted by bidders shall include all direct expenses related to the procurement subject, including equipment, materials, machinery, transportation costs, and all other expenses required for the commissioned work, estimating the contract amount.
② When deciding the first negotiation right holder, the bid amount will be considered as the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must submit a bid form stating the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. *Except when the consumption tax rate differs from the above.
③ This competition will be conducted on a total price basis.
2. Qualifications required for participants
(1) Those who fall under the provisions of Articles 6 and 7 of the National Cancer Center Contract Handling Rules shall not participate.
(2) Those who fall under the following may be excluded from participation:
① Those who have false statements in qualification application or attached documents
② Those whose management condition or creditworthiness has severely deteriorated
(3) Those who have been rated A, B, or C in "Manufacturing of goods" or "Sales of goods" in the qualification examination result notification (unified qualification for all ministries and agencies) and have competitive qualifications in the Kanto-Koshinetsu region.
(4) Those who can prove a system for rapid after-sales service and maintenance for the purchased goods, except for service provision.

Bids submitted by those without competitive qualifications or who fail to fulfill required obligations will be invalid.

Among bidders who submit bids with attached documents/materials in accordance with this announcement and bidding documents, who meet all qualification and specification requirements, and whose bid is within the price limit set by Articles 37 and 38 of the National Cancer Center Contract Handling Rules, the lowest price bidder will be the first negotiation right holder and the negotiation partner.
