2. Qualifications required for participants in the competitive bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the contract handling regulations of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C grade for "manufacture of goods" or "sale of goods" under the qualification screening handling regulations related to contracts of the National Institute of Advanced Industrial Science and Technology. Those with equivalent qualifications under the unified qualification system of all ministries are deemed to have the same grade.
(3) Small and medium-sized enterprises with technical capabilities that fall under any of items 1 to 7 of Article 17, Paragraph 1 of the qualification screening handling regulations related to contracts of the National Institute of Advanced Industrial Science and Technology may participate regardless of the grade rating in (2).
(4) Must not be under suspension of designation based on the suspension measures handling regulations of the National Institute of Advanced Industrial Science and Technology during the period from the date of this notice until the bid opening.
