1. Items subject to competitive bidding

(5) Bidding method
The first negotiation right holder will be determined by the lowest price bid method,
① The bid submitted by bidders shall include all direct expenses related to the procurement subject, as well as all other expenses required for the outsourcing work such as equipment, materials, machinery, transportation costs, etc., and estimate the contract amount.
② In determining the first negotiation right holder, the bid amount will be considered as the bid price plus an amount equivalent to 10% of that amount (if there is a fraction less than 1 yen, it will be rounded down). Bidders must submit a bid form indicating an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. *Except when the consumption tax rate differs from the above.
③ This competition will be conducted on a total price basis.
2. Qualifications required for participants
(1) Those who fall under the provisions of Articles 6 and 7 of the National Cancer Center Contract Handling Rules shall not participate.
(2) Those who fall under the following may be excluded from participation:
① Those who have false statements in qualification application or attached documents
② Those whose management condition or creditworthiness has severely deteriorated
(3) Those who have been rated A, B, C, or D in "manufacturing of goods" or "sales of goods" in the unified qualification notification (all ministries and agencies), and have competitive qualification in the Kanto-Koshinetsu region.
(4) Those who can prove a system for prompt after-sales service and maintenance related to the purchased goods. However, this does not apply to service provision.

The first negotiation right holder will be the bidder who submits a bid with attached documents that meets all qualification and specification requirements, whose bid price is within the estimated price limit according to Articles 37 and 38 of the National Cancer Center Contract Handling Rules, and who offers the lowest price.
