2. Qualifications Required for Participants in Competitive Bidding
(1) Must not fall under the provisions of Article 23 of the Contract Administrative Rules of the Japan Automobile Accident Prevention Organization.
(2) Must have qualifications for "Manufacture of goods" or "Sales of goods" as stated in the Qualification Examination Result Notification (Unified Qualification for All Ministries and Agencies) for fiscal years 2025, 2026, and 2027.
(3) Must not be under suspension of designation by the Accounting Division, Minister's Secretariat, Ministry of Land, Infrastructure, Transport and Tourism.
(4) Must not have had a petition filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Act No. 154 of 2002).
(5) Must be recognized as having no extreme deterioration in management or credit status and capable of properly fulfilling the contract.
(6) Must not be an entity substantially controlled by organized crime groups or equivalent, as requested for exclusion from public works by the police authorities, with such status continuing.

(1) Language and currency used in procedures are limited to Japanese and Japanese currency.

(4) Regarding bidding:
Bidders must carefully read the "Bidding Guidelines" before participating. Bids by those without the required qualifications or violating bidding conditions are invalid.
(5) Amount stated in bid documents:
The winning bid amount will be the amount stated plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state in the bid document the amount equivalent to 100/110 of the estimated price regardless of tax status.
(6) Contract document preparation:
A contract document will be prepared upon contract conclusion.
(7) Based on the basic policy for review of independent administrative agency affairs and projects (Cabinet decision December 7, 2010), the winning contractor must cooperate in providing information related to reemployment of former agency employees and transactions with the agency.
