3. Qualifications required for participants
(1) Must not fall under the provisions of Article 10 of the QST Contract Handling Rules. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the QST Contract Handling Rules.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for participation in all government ministries' competitive bidding.
(5) Must be able to submit a pledge that they do not belong to organized crime groups as separately designated by QST.

(2) When deciding the winning bid, the bid price shall be the amount obtained by adding 10% of the bid amount to the bid amount (fractions less than 1 yen are rounded down). Bidders must write in the bid document the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
8. Others
(1) Participants must submit a pledge stating they do not belong to organized crime groups at the time of bid submission.
(2) Bids without the pledge or with false pledges shall be invalidated.
