3. Qualifications required for participants
(1) Must not fall under the provisions of Article 10 of the QST Contract Handling Rules. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the QST Contract Handling Rules.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for participation in competitive bidding by all ministries and agencies.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as separately designated by QST.

(2) When deciding the winning bid, the bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.

(1) Participants must submit a pledge stating non-affiliation with organized crime groups at the time of bid submission.
(2) Bids without such pledge or with false pledge will be invalidated.
