This is to announce a general competitive bidding as follows.

1. Bid Title:
Study, Trial, and Evaluation of Extraction Method for National Diet Library (NDL) Uncollected Materials in Domestic University Library Holdings
2. Bidding Method:
The bid amount shall be entered as a total amount. When deciding the successful bid, the bid price shall be the amount entered plus 10% of that amount (fractions less than 1 yen shall be rounded down). Bidders shall enter in the bid form the amount corresponding to 100/110 of the estimated total amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax.
3. Contract Period:
From contract start date until March 24, 2027
4. Eligibility for Participation:
1) Must be rated A, B, or C in the 'Provision of Services, etc.' category for the 2026 fiscal year in the Kanto-Koshinetsu and restricted qualification areas under the national unified qualification system.
2) Must not fall under Article 4 of the National Institute of Informatics Contract Handling Regulations.
3) Must not fall under Article 5 of the National Institute of Informatics Contract Handling Regulations.
Note: Persons under guardianship or assistance and minors with necessary consent for contract conclusion may be exceptions under special reasons.
