2. Qualifications required for participants in the competitive bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the contract handling rules of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C under the qualification screening rules for participants in contracts of the National Institute of Advanced Industrial Science and Technology for "service provision, etc.".
Those holding equivalent qualifications under the unified qualification system for all ministries and agencies are considered to have the same rating.
(3) Small and medium-sized enterprises with technical capabilities that fall under any of items 1 to 7 of Article 17, Paragraph 1 of the qualification screening rules may participate regardless of the rating in (2).
