3. Qualifications required for participants
(1) Must not fall under the provisions of Article 10 of the National Institutes for Quantum Science and Technology Contract Handling Rules. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the Contract Handling Rules.
(3) Must not be under suspension of designation by the institution.
(4) Must have unified qualification for participation in all government ministries' competitive bidding.
(5) Must be able to submit a pledge that they do not belong to organized crime groups as separately specified by the institution.
