2 Eligibility for Participation
(1) Must not fall under Article 70 of the Budget Settlement and Accounting Act. However, minors or persons under guardianship who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under Article 71 of the Budget Settlement and Accounting Act.
(3) Must not be under suspension of designation related to business by this organization.
(4) Must not be under control of organized crime groups or members thereof as defined by law, or within five years of ceasing such membership.
(5) Must have Ministry of Health, Labour and Welfare competitive participation qualification (unified qualification for all ministries) rated A, B, C, or D for "service provision" and business category "building management and various maintenance" with eligibility in the Kinki region.
