2. Qualifications Required for Participants in Competitive Bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the Contract Handling Rules of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C in "Manufacturing of Goods" or "Sales of Goods" according to the Qualification Review Handling Rules related to contracts of the National Institute of Advanced Industrial Science and Technology. Those with equivalent qualifications in the unified qualification system of all ministries and agencies are deemed to have the same rating.
