2. Qualifications required for participants in the competitive bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the Contract Handling Rules of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C for "manufacture of goods" or "sale of goods" under the qualification screening rules related to contracts of the National Institute of Advanced Industrial Science and Technology. Those with equivalent qualifications under the unified qualification system of all ministries and agencies are deemed to have the same rating.
(3) Small and medium-sized enterprises with technical capabilities that fall under any of items 1 to 7 of Article 17, Paragraph 1 of the qualification screening rules may participate regardless of the rating in (2).
(4) Must not be under suspension of designation based on the suspension measures of the National Institute of Advanced Industrial Science and Technology from the date of this notice until the bid opening.
