2. Eligibility for participation

(2) Must not fall under the provisions of Article 71 of the Budget Settlement and Accounting Act.
(3) Must have the Ministry of Health, Labour and Welfare competitive participation qualification (unified qualification for all ministries) for fiscal years 2025, 2026, and 2027, rated A, B, C, or D in the categories of "manufacture of goods" or "sale of goods," and have competitive participation qualification in the Kanto-Koshinetsu region.
