1. Matters subject to competitive bidding

According to the bidding instructions and specifications

From contract signing date until March 31, 2027

(5) Bidding method
The first negotiation right holder will be decided by the lowest price bid method,
① The bid submitted by the bidder shall include all direct expenses related to the procurement subject, as well as all expenses required for the outsourcing work such as equipment, materials, machinery, transportation, etc., and estimate the contract amount.
② In deciding the first negotiation right holder, the bid amount will be the amount stated in the bid plus 10% of that amount (if there is a fraction less than one yen, it will be rounded down), so bidders must submit a bid stating an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities (excluding non-taxable transactions).
2. Qualifications required for participants in the competition
(1) Those who fall under the provisions of Articles 6 and 7 of the National Cancer Center Contract Handling Rules cannot participate.
(2) Those who fall under the following may be excluded from participation:
① Those who have false statements in qualification application or attached documents
② Those whose management condition or creditworthiness has severely deteriorated
(3) Those who have been rated A, B, C, or D in "Manufacture of goods" or "Sale of goods" in the unified qualification notification and have competitive qualifications in the Kanto-Koshinetsu region.
(4) Those who can prove a system for rapid after-sales service and maintenance related to the purchased goods is established. However, this does not apply to service provision.

The location for contract terms, delivery of bidding instructions, and submission of bids is:

(Weekdays 8:30 AM to 5:00 PM / until noon on the last day)

October 15, 2026 (Thu) 5:00 PM (must arrive by then)
4. Location and date of competition execution

5. Other matters
(1) Language and currency used in contract procedures
Japanese and Japanese currency
(2) Invalid bids
Bids submitted by those without qualification or who fail to fulfill obligations will be invalid.

Among bidders who submit bids with attached documents and meet all qualification and specification requirements, the one with the lowest price within the estimated price limit will be selected as the first negotiation right holder and contract negotiation partner.
