2. Qualifications required for participants in the competitive bidding
(1) Must not fall under the provisions of Article 23 of the Contract Business Rules of the Japan Automobile Accident Prevention Organization.
(2) Must have qualifications for "manufacturing of goods" or "sales of goods" as stated in the Qualification Examination Result Notification (Unified Qualification for All Ministries and Agencies) for fiscal years 2025, 2026, and 2027.
(3) Must not be under suspension of designation by the Accounting Division, Minister's Secretariat, Ministry of Land, Infrastructure, Transport and Tourism.
(4) Must not have had a petition filed for commencement of rehabilitation procedures under the Corporate Reorganization Act (Act No. 154 of 2002).
(5) Must be recognized as not having extremely deteriorated management or credit status and capable of proper contract performance.
(6) Must not be a person whose management is substantially controlled by organized crime groups or equivalent, as requested for exclusion from public works by the police authorities, with such status continuing.
