2. Eligibility for Participation
(1) Must not fall under the provisions of Articles 5 and 6 of the National Hospital Organization Contract Handling Regulations.
(2) The bid amount shall include the main price of the procured goods, transportation costs, installation work costs, insurance fees, customs duties, and costs for removal and disposal of trade-in or collected goods if applicable, as well as all expenses necessary for delivery to the designated location and adjustment costs. The bid amount shall include the trade-in value. For determination of the negotiation right holder, the bid amount plus 10% of that amount (fractions less than one yen are rounded down) will be used as the negotiation right determination price. Bidders must submit a bid form stating an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax.
Bidders must have qualification ratings A, B, C, or D in the "Sales of goods (medical equipment)" category under the Ministry of Health, Labour and Welfare's unified qualification for fiscal years 2025-2027 and have competitive qualifications in the Kinki region. Bidders without competitive qualifications must promptly undergo qualification screening.
