2. Eligibility for participation
Must not fall under Article 70 of the Budget Settlement and Accounting Ordinance (hereinafter "Budget Ordinance"). Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
Must not fall under Article 71 of the Budget Ordinance.
Must be rated A, B, C, or D in the "Provision of Services, etc." category in the unified qualification for fiscal years 2025, 2026, and 2027, and hold qualification in the Kanto-Koshinetsu region.
Must not have been subject to suspension or disqualification from transactions by ministries, agencies, or government-related corporations (including cases specially recognized by the Director).
Must be recognized as not having extremely deteriorated management or credit status and capable of proper contract performance.
Must be listed in the "Information Security Service Conformity Service List" for information security audit services or security monitoring/operation services (new listing or renewal procedures ongoing).

Must not have had contracts canceled by IPA due to information management deficiencies within the past three years.
