(2) Must not fall under Article 11, Paragraph 1 of the same regulations.
(3) Must not be under suspension of designation by the institute.
(4) Must have unified qualification for participation in all government ministries' competitive bidding.
(5) Must be able to submit a pledge that they do not belong to organized crime groups as separately designated by the institute.

7. Method of deciding successful bidder
(1) The bidder who passes technical evaluation and submits the lowest valid bid within the price limit will be awarded (lowest price bid method).
(2) The awarded price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down), so bidders must state 100/110 of the estimated contract amount regardless of tax status.
