2. Qualifications required for participants in the competitive bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the Contract Handling Rules of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C for "manufacture of goods" or "sale of goods" under the qualification screening rules related to contracts of the National Institute of Advanced Industrial Science and Technology. Those with equivalent qualifications under the unified qualification system of all ministries are considered as having the same rating.
