3. Qualifications required for participants
(1) Must not fall under the provisions of Article 10 of the QST Contract Handling Regulations. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the QST Contract Handling Regulations.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for participation in competitive bidding by all ministries and agencies.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as specified separately by QST.

For contracts of 5 million yen or more, a contract document as prescribed by QST must be created; for contracts between 2 million and less than 5 million yen, a written acceptance must be created.
7. Method of selecting the successful bidder
(1) The bidder who passes the technical evaluation and submits the lowest valid bid within the price limit will be awarded the contract (lowest price bid method).
(2) The awarded price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
8. Others
(1) Participants must submit a pledge of non-affiliation with organized crime groups at the time of submitting reference estimates.
(2) Failure to submit or false pledges will invalidate the bid.
(3) For details, obtain the tender documents as per 2.(2).
(4) Questions regarding this tender must be submitted by 15:00 on October 6, Reiwa 8 (Tuesday) to the contact above. Answers will be posted on QST's website by October 14, Reiwa 8 (Wednesday).
