2. Participation Qualification Requirements
Those who meet all of the following requirements may participate in the open proposal:
(1) Not falling under the persons stipulated in Article 167-4 of the Enforcement Order of the Local Autonomy Act (Order No. 16 of 1947).
(2) Having or expected to obtain by contract conclusion the qualification to participate in bidding under Tochigi Prefecture's goods procurement competition bidding qualification (Notification No. 105 of 1996), specifically in "Category 1 Industry Division" for "N Communication, Information Processing" in "1 Communication Service" or "2 Information Related Service".
(3) Not under suspension or withholding of designation based on Tochigi Prefecture Competitive Bidding Participant Qualification Suspension Measures (Accounting No. 129 dated March 12, 2010) during the acceptance period of participation declaration and proposal documents.
(4) Not subject to rehabilitation procedures under the Civil Rehabilitation Act (Act No. 225 of 1999) or Corporate Reorganization Act (Act No. 154 of 2002).
(5) Not falling under Article 2, Item 1 or Item 4 of Tochigi Prefecture Organized Crime Exclusion Ordinance (Ordinance No. 30 of 2010).
