3. Qualifications required for participation in the competition
(1) Must not fall under the provisions of Article 10 of the National Institutes for Quantum Science and Technology Contract Handling Regulations. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the same regulations.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for participation in competitive bidding of all ministries and agencies.
(5) Must be able to submit a pledge that they do not belong to organized crime groups or similar, as separately designated by QST.

7. Method of deciding the successful bidder
(1) The bidder who submits a valid bid with the lowest price within the estimated price limit will be awarded the contract (lowest price bid method).
(2) The bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.

(1) Those wishing to participate must submit a pledge that they do not belong to organized crime groups or similar at the time of submitting reference estimates.
(2) Failure to submit or false pledge will invalidate the bid.
