3. Qualifications required for participants
(1) Must not fall under Article 10 of the QST Contract Handling Regulations. However, minors or persons under guardianship who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under Article 11, Paragraph 1 of the QST Contract Handling Regulations.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for participation in all government ministries' competitive bidding.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as separately designated by QST.

7. Method of deciding successful bidder
(1) The bidder with the lowest valid bid within the price limit will be awarded the contract (lowest price method).
(2) The contract price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
8. Others
(1) Participants must submit a pledge of non-affiliation with organized crime groups when submitting reference estimates.
(2) Failure to submit or false pledges will invalidate the bid.
