2. Eligibility for Participation
(1) Must not fall under the provisions of Article 70 of the Budget and Accounting Act. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 71 of the Budget and Accounting Act.
(3) Must have the Ministry of Health, Labour and Welfare competitive participation qualification (unified qualification for all ministries) for fiscal years 2025, 2026, and 2027, rated A, B, C, or D in any of the following categories: manufacturing of electrical/communication equipment, electronic computers, confidential equipment; sales of electrical/communication equipment, electronic computers, confidential equipment; or software development under service provision, with competitive participation qualification in the Kanto-Koshinetsu region.
(4) Must have other qualifications specified by the contract officer in the bidding documents.
