(2) Certified by the Japan Sewerage Works Agency for general competitive participation qualifications for FY2023-2025 in "Software, Information Processing and Provision Services (service provision)" (Grade A or B). Those under corporate reorganization or civil rehabilitation must have been re-certified under procedures separately defined by the Director General.
(3) Not under corporate reorganization or civil rehabilitation procedures except those re-certified under (2).
(4) Have a head office, branch, or sales office in any of the listed prefectures in Japan.
(5) Not currently under suspension of nomination based on the Japan Sewerage Works Agency's handling rules for suspension of nomination related to construction contracts.
(6) No capital or personnel relationships among bidders.
