2 Eligibility for Competition
(1) Must not fall under the provisions of Articles 7 and 8 of the Contract Handling Rules of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C in "Manufacture of goods" or "Sale of goods" under the qualification screening rules for competition participants of the Institute. Those with equivalent qualifications under the unified qualification system of all ministries are deemed to have the same rating.
(3) Must not be under suspension of nomination based on the Institute's rules from the date of this announcement until the bid opening.
(4) Small and medium enterprises with technical capabilities meeting certain criteria may participate regardless of the rating in 2(2).
