(1) As a principle, subcontracting by those currently suspended from nomination is not permitted. However, exceptions may be made if the suspension authority of the Ministry of Defense recognizes unavoidable reasons.

Invalid Bids
If the successful bidder does not conclude the contract without justifiable reason, a penalty of at least 5% of the bid amount will be collected.

Those currently suspended from nomination and those with capital or personal relationships with them, who intend to contract with the Ministry of Defense for the sale, manufacture, or service of similar goods, are not eligible.
Bidding Method
The winning bid amount will be the bid price plus 10% of that amount; bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
Bids must arrive by 12:00 noon. For postal bids, fractions less than one yen in the amount equivalent to 110/100 of the bid price will be rounded down.
Must have the Ministry of Defense competition participation qualification (unified across all ministries) rated A, B, C, or D for "Provision of Services" in fiscal years 2025, 2026, and 2027, and have competition participation qualification in the Kanto-Koshinetsu region.
Must not fall under Article 70 of the Budget Settlement and Accounting Act. Minors or persons under guardianship with necessary consent for contract conclusion are exceptions.
