The following procurement will be conducted through open competitive tendering.

1. Subject
Automatic tablet sorting and storage system.
2. Quantity
One complete set; details are provided in the tender instructions.
3. Planned contract date
2 November 2026.
4. Deadline for performance
31 January 2027.
5. Eligibility to participate
(1) A party not falling under Article 5 of the National Hospital Organization's Detailed Rules for Handling Contract Affairs (hereafter, the Contract Rules). Minors and persons under curatorship or assistance who have obtained the consent necessary to conclude a contract fall within cases where a special reason exists under that article.
(2) A party not falling under Article 6 of the Contract Rules.
(3) A party classified in Grade A, B, C or D for Manufacture or Sale of Goods in its qualification examination result notification (All-Government Unified Qualification), and qualified for competitive participation in the Kanto-Koshinetsu region.
(4) A party holding qualifications specified by the Accounting Officer under Article 4 of the Contract Rules.

No briefing will be held.

8. Deadline for receipt of bids
22 October 2026, by 15:00.
If delivery in person is not possible, explain the reason and submit by confidential registered mail so that it arrives by the stated deadline. Mark the envelope in red to indicate that it contains the bid for this procurement.
9. Date and place of bid opening
26 October 2026, from 11:00, Large Conference Room C. Register beforehand at the Planning Division, Administrative Department, on the second floor.
10. Bid security
Exempt.
11. Power of attorney
If an agent submits the bid, a power of attorney must be provided.
12. Publication of information concerning the contract
For contracts made by independent administrative agencies, the Basic Policy for Reviewing the Affairs and Operations of Independent Administrative Agencies (Cabinet decision of 7 December 2010) calls for publication of information concerning reemployment and transactions when contracting with corporations having certain relationships with the agency.
Accordingly, information about relationships with this Organization will be published on its website as set out below. Bidders, applicants and contracting parties are requested to provide the necessary information and consent to its publication. Bidding, applying or concluding a contract will be deemed consent. The names of parties that do not cooperate in supplying information after bidding, applying or concluding a contract may also be published.
(1) Contracting parties subject to publication
Contracting parties meeting both of the following conditions:
1. A former officer of the Organization, or a person who held a position equivalent to division chief or higher, is reemployed as an officer, adviser or in another such role.
2. Transactions with the Organization account for one-third or more of total sales or business revenue.
Contracts whose estimated price does not exceed a specified amount, utility expenditures and certain other contracts are excluded.
(2) Information to be published
For each qualifying contract, the following will be published along with the goods or services and quantity, contract date, contracting party's name and contract amount:
1. Number and current positions of former Organization officers and former division-chief-level or higher staff, and their final positions within the Organization.
2. Value of transactions with the Organization.
3. Which band describes those transactions as a share of total sales or business revenue: at least one-third but less than one-half; at least one-half but less than two-thirds; or at least two-thirds.
4. Whether there was only one bidder or applicant.
(3) Information to be supplied
1. Information about former Organization staff employed at the time the contract is concluded: number, current positions and final positions within the Organization.
2. Total sales or business revenue in the most recent fiscal year and the value of transactions with the Organization.
(4) Publication date
In principle, within 72 days counted from the day after the contract is concluded.
13. Other matters
Submit a copy of the grade determination notification to the responsible staff member on the date the bid is submitted.
