1. Matters subject to competitive tender
(1) Procurement subject and quantity: automated immunoassay analyzer, one complete set.

(5) Tender method
The bid amount must include all costs required to perform the procurement in (1) by the delivery deadline in (3).
In determining the first party entitled to negotiate, the award price will be the amount stated in the bid plus an amount equivalent to consumption tax; any fraction of one yen will be rounded down. Regardless of whether a bidder is a taxable business or exempt business for consumption tax purposes, the bid must state an amount equivalent to 100/110 of the estimated contract amount.
2. Eligibility to participate

The party submitting the lowest valid bid within the estimated-price limit established under Article 21 of the Contract Rules will be selected as the first party entitled to negotiate.
However, if the bid price gives grounds to fear that the party will not perform in conformity with the contract, or if concluding the contract with that party would be highly inappropriate because it could disrupt fair trading, another party submitting the lowest bid among the other bidders within the estimated-price limit may be selected as the first party entitled to negotiate.
