3. Qualifications required for participants
(1) Must not fall under Article 10 of QST Contract Handling Regulations. However, minors or persons under guardianship with necessary consent are exempt.
(2) Must not fall under Article 11, Paragraph 1 of QST Contract Handling Regulations.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for competitive bidding across all ministries.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as designated by QST.

(2) The winning price is the bid amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must write the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.

(1) Participants must submit a pledge of non-affiliation with organized crime groups when submitting reference estimates.
(2) Failure to submit or false pledges invalidate the bid.
