(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for competitive bidding by all ministries and agencies.
(5) Must be able to submit a pledge that they do not belong to organized crime groups as designated by QST.

7. Method of deciding successful bidder
(1) The bidder who passes technical review and offers the lowest price within the price limit will be awarded (lowest price method).
(2) The awarded price will be the bid amount plus 10% of that amount (fractions under 1 yen are truncated). Bidders must state 100/110 of the estimated amount regardless of tax status.
8. Others
(1) Participants must submit a pledge regarding non-affiliation with organized crime groups at the time of bid submission.
(2) Bids without such pledge or with false pledge will be invalid.
