3. Qualifications Required for Participants
(1) Must not fall under the provisions of Article 10 of the QST Contract Handling Regulations. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the QST Contract Handling Regulations.
(3) Must not be under suspension of designation by QST.
(4) Must have unified competitive bidding qualification for all ministries and agencies.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as separately designated by QST.

7. Method of Awarding Contract
(1) The bidder who submits the lowest valid bid within the price limit shall be awarded the contract (lowest price winning method).
(2) When deciding the winning bid, the bid price shall be the amount obtained by adding 10% of the bid amount to the bid amount (fractions less than 1 yen shall be rounded down). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
8. Others
(1) Participants must submit a pledge stating non-affiliation with organized crime groups at the time of bid submission.
(2) Bids without the pledge or with false pledges shall be invalid.
(3) For details, please obtain the tender documents as described in 2.(2).
(4) Questions regarding this tender must be submitted by 17:00 on October 22, 2026 (Thursday) to the contact above. Answers will be posted on the QST website by October 26, 2026 (Monday).
