3. Qualifications required for participation in the competition
(1) Must not fall under the provisions of Article 10 of the National Institutes for Quantum Science and Technology Contract Handling Rules. However, minors or persons under guardianship with necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the Contract Handling Rules.
(3) Must not be under suspension of designation by this institute.
(4) Must have unified qualification for participation in competitive bidding of all ministries and agencies.
(5) Must be able to submit a pledge excluding organized crime groups as separately designated by this institute.

(1) The successful bidder is the one who passes technical examination and offers the lowest valid bid within the price limit. (Lowest price bid method)
(2) The bid price is the amount stated in the bid plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid 100/110 of the estimated amount regardless of tax status.

(1) Participants must submit a pledge excluding organized crime groups at the time of bid submission.
(2) Bids without such pledge or with false pledge will be invalid.
