1 Procurement Details

(2) Procurement subject and quantity: Contract for the Core LAN System for fiscal year 2027, one set

2 Qualification for Participation
Bidders must meet the following requirements at the time of submission of the letter of intent and proposal:
(1) Not fall under the disqualifications stipulated in Article 5 of the Contract Handling Rules of the Japan Expressway Holding and Debt Repayment Agency (2005 Rule No. 23).
(2) Not be under suspension of designation or suspension of participation qualification by national agencies.
(3) Hold Grade A rating in "Sales of goods" and "Provision of services" under the unified qualification for all ministries and agencies for fiscal years 2025, 2026, and 2027.
(4) The department performing the work must hold ISMS certification (ISO/IEC27001:2022 or JISQ27001:2023). If the certification expires during the contract period, a written pledge for renewal must be submitted. Lease companies using third-party leasing are exempt from this certification requirement.
(5) To ensure reliable performance, bidders must have the following achievements within the past five years (subcontracted achievements are not recognized; however, in third-party leasing, the company that substantially led equipment supply and maintenance/operation is included, and lease companies signing joint contracts must meet one of the following: having leased a core system used by 100 or more users continuously for 48 months or more, having introduced 100 or more terminals, or having constructed a cloud management environment using Microsoft365 (Microsoft Entra ID and Microsoft Intune) for 100 or more users.
