2 Eligibility for participation
(1) Must not fall under Article 70 of the Budget Settlement and Accounting Act. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under Article 71 of the Budget Settlement and Accounting Act.
(3) Must have the Ministry of Health, Labour and Welfare competitive participation qualification (unified qualification for all ministries and agencies) for fiscal years 2025, 2026, and 2027, graded A, B, C, or D in the categories of “Manufacture of goods” or “Sales of goods,” and have competitive participation qualification in the Kanto-Koshinetsu region.
