3. Qualifications required for participants
(1) Must not fall under the provisions of Article 10 of the QST Contract Handling Regulations. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the QST Contract Handling Regulations.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for participation in all government ministries' competitive bidding.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as separately designated by QST.

7. Method of deciding successful bidder
(1) The bidder who submits a valid bid with the lowest price within the price limit shall be the successful bidder. (Lowest price bid method)
(2) When deciding the successful bid, the bid price shall be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen shall be rounded down). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
8. Others
(1) Participants must submit a pledge of non-affiliation with organized crime groups at the time of bid submission.
(2) Bids without the pledge or with false pledges shall be invalid.
(3) For details, obtain the bid documents as described in 2.(2).
(4) Questions regarding this bid must be submitted by 17:00 on October 26, 2026 (Monday) to the contact above. Answers will be posted on QST's website by October 30, 2026 (Friday).
