3. Qualifications required for participation in the competition
(1) Must not fall under the provisions of Article 10 of the National Institutes for Quantum Science and Technology Contract Handling Regulations. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the same regulations.
(3) Must not be under suspension of designation by the institute.
(4) Must have unified qualification for participation in competitive bidding by all ministries and agencies.
(5) Must be able to submit a pledge that they do not belong to organized crime groups as separately designated by the institute.

6. Necessity of contract documents

7. Method of deciding the successful bidder
(1) The bidder who submits the lowest valid bid within the price limit will be awarded the contract (lowest price bid method).
(2) The contract price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
