2. Qualifications required for participants in the competitive bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the Contract Handling Procedures of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C grade in "manufacturing of goods" or "sales of goods" according to the qualification screening procedures related to contracts of the National Institute of Advanced Industrial Science and Technology. Those with equivalent qualifications in the unified qualification system of all ministries and agencies are considered to have the same grade.
(3) Small and medium-sized enterprises with technical capabilities that fall under any of Items 1 to 7 of Article 17, Paragraph 1 of the qualification screening procedures related to contracts of the National Institute of Advanced Industrial Science and Technology may participate regardless of the grade rating in (2).
