2. Qualification for Participation
(1) Must not fall under the provisions of Article 70 of the Budget Settlement and Accounting Act. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 71 of the Budget Settlement and Accounting Act.
(3) Must have a qualification grade of A, B, C, or D in either "Manufacture of Goods" or "Sales of Goods" in the Ministry of Health, Labour and Welfare's unified qualification for fiscal years 2025, 2026, and 2027, and have qualification for the Kanto-Koshinetsu region.
(4) Must have other qualifications specified by the contract officer in the bidding documents.
