3. Qualifications Required for Participation
(1) Must not fall under the provisions of Article 10 of the QST Contract Handling Rules. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 11, Paragraph 1 of the QST Contract Handling Rules.
(3) Must not be under suspension of designation by QST.
(4) Must have unified qualification for participation in all government ministries' competitive bidding.
(5) Must be able to submit a pledge stating non-affiliation with organized crime groups as separately designated by QST.

(2) The awarded price is the bid amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.

(1) Participants must submit a pledge stating non-affiliation with organized crime groups when submitting reference estimates, etc.
(2) Failure to submit or false pledges will invalidate the bid.
