2. Eligibility for Competition

(2) Must not fall under Article 6 of the Contract Rules.
(3) Must have the Ministry of Health, Labour and Welfare unified qualification for competitive participation (all ministries unified qualification) grades A, B, C, or D for "Provision of Services, etc.", and have competitive participation qualifications in the Tokai-Hokuriku region.
