Tender Notice:
The following general competitive tender is announced. Date: May 22, 2026. Responsible officer for expenditure: Soichiro NAITO, Director of the Deputy Commissioner Immigration Services Agency. Procurement agency number: 013. Location number: 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Specific services and quantity: Digitization of microfilm on which ED card images are stored.
(3) Specifications: According to the tender documents and specifications.
(4) Fulfillment period: As specified in the specifications.
(5) Fulfillment location: Location designated by the Director of the Deputy Commissioner Immigration Services Agency.
(6) Tender method: The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must be rated A or B in the Ministry of Justice unified qualification for service provision for fiscal years 2025-2027.
(4) Must have qualifications designated by the responsible officer under Article 73 of the Budget, Auditing and Accounting Act.
3. Submission details:
(1) Submission location, contract terms, tender document distribution and contact: Immigration Services Agency General Affairs Division Budget Section 2, Takakita, Takeda, Nonoyama, 1-1-1 Kasumigaseki, Chiyoda-ku, Tokyo 100-8973, Tel: 03-3592-7516.
(2) Tender documents distributed electronically and at the above location from the announcement date.
(3) No briefing session will be held.
(4) Bid submission deadline: July 1, 2026, 17:00.
(5) Bid opening: July 2, 2026, 16:30 electronically and at the Immigration Services Agency bid room.
4. Other:
(1) Language and currency for contract: Japanese and Japanese yen.
(2) Bid and contract guarantees are exempted.
(3) Bidders must submit documents required for comprehensive evaluation by the deadline. Only those recognized as capable of performing the work by the responsible officer may participate.
(4) Invalid bids: Bids by ineligible parties or violating conditions are invalid.
(5) Contract document required.
(6) Award method: The lowest valid bid within the price limit judged capable by the responsible officer will be awarded.
(7) No negotiation in procedure.
(8) Electronic procurement system is available.
