The following general competitive tender is announced. Date: May 22, 2026. 1. Procurement details:

(2) Subject and quantity: License procurement of data-driven administrative promotion tool (kintone) related to GSS use and data-driven administrative acceleration services for fiscal year 2026, one set.

(6) Tender method: The bid amount shall be a total price for this matter. The winning bid price will be the amount stated in the bid plus 10/100 of that amount (fractions less than one yen will be rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax.

2. Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget Auditing and Accounting. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget Auditing and Accounting.
(3) Must be rated A, B, or C in the 'Provision of Services' category under the Ministry of Economy, Trade and Industry's qualification screening guidelines for competitive participation for fiscal years 2025-2027, and have selected 'Information Processing' as a business item.

(3) Obligations for bidders: Those wishing to participate must prepare and submit a conformity certificate based on the Ministry of Economy, Trade and Industry's specifications by the submission deadline. Submitted conformity certificates will be reviewed by the Ministry, and only those judged acceptable may participate in bidding.

(6) Method of selecting successful bidder: Among bidders who submit acceptable conformity certificates and place valid bids within the price limits set by Article 79 of the Cabinet Order, the lowest price bid will be selected. However, if the bidder is deemed unlikely to fulfill the contract properly or if contracting with them would disrupt fair trade order, the next lowest valid bidder within the price limits may be selected.

2 競争参加資格
(1) 予算決算及び会計令(以下「予決令」という。)第70条の規定に該当しない者であること。 なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予決令第71条の規定に該当しない者であること。
(3) 経済産業省所管の契約に係る競争参加者資格審査事務取扱要領の特例を定める要領(昭和56年1月23日付け55会第543号)により、 令和7・8・9年度経済産業省競争参加資格 (全省庁統一資格) 「役務の提供等」の「A」、 3 4 5 「B」又は「C」の等級に格付けされている者であって、 「情報処理」の営業品目を選択した者であること。

(6) 落札者の決定方法支出負担行為担当官が採用できると判断した適合証明書を提出した入札者であって、予決令第79条の規定に基づき作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち最低の価格をもって入札をした者を落札者とすることがある。 その他詳細は入札説明書による。
