The following general competitive tender is announced. Date: May 26, 2026. National University Corporation Hokkaido University President Kiyohiro Hokin. Procurement agency number 415. Location number 01.
1 Procurement details
(1) Item classification number 14
(2) Purchase subject and quantity: Complete set of image processing software licenses
(3) Characteristics of the procurement subject: According to the tender specifications.
(4) Delivery deadline: September 30, 2026.
(5) Delivery location: Information Infrastructure Center, Hokkaido University.
(6) Tender method: The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax. 2 Eligibility for competition
(1) Must be rated A, B, or C grade in "sales of goods" in the Hokkaido region for fiscal year 2026 under either the national competition participation qualification (unified qualification for all ministries) or Hokkaido University's competition participation qualification. Applications for this qualification are accepted at the application reception offices listed in the government procurement notice No. 58 dated March 31, 2026, or at the Procurement Section, Finance Department, Hokkaido University.
(2) Must prove a system for prompt after-sales service and maintenance for the purchased goods.
(3) Must prove ability to deliver the goods at the date and place designated by the President.
(4) Must not be under suspension of transactions by the President.
