The following general competitive tender is announced. Date: May 26, 2026. Responsible officer for expenditure: Takuya YAMADA, Director of Muroran Development and Construction Department of Hokkaido Regional Development Bureau. Procurement agency number: 020. Location number: 01. Development Muroran No.6 (No6).
1 Procurement details:
(1) Item classification number 16.
(2) Subject and quantity: Manufacture and installation adjustment of mobile communication system (electronic tender target case) (electronic contract target case).
(3) Characteristics of the procurement subject: According to the tender documents.
(4) Delivery deadline: February 19, 2027.

(6) Tender method: Conducted as a lump sum. The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must submit a bid amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of electronic procurement system: This case is subject to submission of application forms, bidding, and contracting via the electronic procurement system. If difficult, paper bid participation and contract procedures must be submitted. Competitive participation qualifications: Must not fall under Articles 70 and 71 of the Budget and Accounting Act. Must have Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualifications for FY 2025-2027 in categories of manufacturing, sales, or service provision with grades A-D and qualification in Hokkaido region. Must not be under corporate reorganization or civil rehabilitation procedures except those who submitted documents per public notice dated March 31, 2026. Must have qualifications as determined by the expenditure officer under Article 73 of the Budget and Accounting Act. Must not be suspended from nomination by the Director of Hokkaido Development Bureau between application receipt and bid opening. Must not be excluded due to organized crime group control as requested by police authorities. Must have downloaded tender documents directly from the electronic procurement system or received them from the contract officer.
