The following general competitive tender is announced. Date: May 27, 2026. Procurement agency number: 019. Location number: 13.
1. Procurement content:
(1) Classification codes 71, 27.
(2) Subject and quantity: Design and development services for the renewal of the regional industrial production index creation system for fiscal year 2026.

(6) Bidding method: The bid amount shall be a total price for this project. Bidders must submit a proposal and undergo technical evaluation. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Eligibility: Bidders must not fall under Article 70 or 71 of the Cabinet Order concerning Budget Auditing and Accounting. Minors or persons under conservatorship or assistance with necessary consent may be eligible under special reasons. Bidders must have grades A, B, C, or D in the Ministry's unified qualification for fiscal years 2025-2027 for 'Provision of Services' and have selected 'Software Development' as their business category. Bidders must prepare proposals based on the Ministry's specifications and respond to inquiries from the expenditure commitment officer. Invalid bids include those from ineligible bidders or those violating bid conditions. Contract document is required. The winning bidder will be selected based on comprehensive evaluation of proposals meeting mandatory requirements within the price limit set by the expenditure commitment officer.
