The following general competitive bidding is announced. Date: May 27, 2026. Contract officer: Kaniguchi Hiroyuki, Director of the Administrative Department, National Institute of Technology, Hakodate College. Procurement agency number: 593. Location number: 01. Item 1: Procurement details
(1) Item classification number: 24
(2) Purchase subject and quantity: Complete fluorescent X-ray analytical microscope system
(3) Characteristics of the procurement subject: As described in the bidding documents.

(6) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Articles 4 and 5 of the Contract Handling Regulations of the National Institute of Technology. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must be rated A, B, or C in the Hokkaido region for 'sale of goods' under the national unified qualification for fiscal year 2026.
(3) Must prove a system for rapid after-sales service and maintenance for the purchased goods.
(4) Must prove ability to deliver the goods at the designated time and place specified by the contract officer.
(5) Must have qualifications as determined by the contract officer under Article 6 of the Contract Handling Regulations.
(6) Must not be under suspension from transactions by the contract officer.

4. Others:
(1) Language and currency used in contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantee deposits are exempted.
(3) Bidders must submit sealed bids with documents proving ability to deliver the goods by the submission deadline. Bidders must respond to explanations requested by the contract officer before the bid opening date.
(4) Invalid bids include those from ineligible bidders or those failing obligations as per bidding documents.
(5) Contract document preparation is required.
(6) Award method: The contract officer will award to the lowest valid bid within the estimated price range from bidders who can deliver the goods.
