Tender Notice:
The following general competitive tender is announced. This project requires submission of certificates for qualification confirmation (hereafter "certificates") and the bidding and contracting will be conducted via the electronic procurement system (GEPS). Date of expenditure commitment: May 27, 2026. Procuring entity: Syun SAWAI, Director General, Administration Department, Japan Coast Guard. Procurement agency number: 020. Location number: 13. 1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Purchase subject and quantity: Purchase of 722 client terminals for the Japan Coast Guard administrative information system.
(3) Procurement specifications: According to the specification documents.
(4) Fulfillment deadline: January 29, 2027.
(5) Delivery locations: Japan Coast Guard and

16 other locations.
(6) Bidding method: Total price bidding. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must enter 100/110 of the estimated contract amount regardless of tax status. This tender uses a comprehensive evaluation method; documents related to the evaluation must be submitted by the deadline.
(7) Use of electronic procurement system (GEPS): Application, bidding, and contracting will be conducted via GEPS. If unable to use GEPS, paper bidding and contracting are possible with approval.
2. Qualification for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act.
(2) Must not fall under Article 71 of the same act.
(3) Must have Grade A or B rating for "sale of goods" in the Kanto-Koshinetsu region under the Ministry of Land, Infrastructure, Transport and Tourism unified qualification system for FY 2025-2027.
(4) Must not be under suspension of nomination by the department.
(5) Must not be excluded due to organized crime affiliation.
(6) Must not have extremely poor management or credit status.
(7) Must not have engaged in fraudulent or dishonest acts related to bidding.
(8) Must have an electronic certificate if bidding via GEPS.
(9) Application timing and place as per public notice dated March 31, 2026.
