1. Procurement details
(1) Item classification number: 16
(2) Procurement subject and quantity: Comprehensive development of a small GNSS-accelerometer geodetic observation device (electronic bidding target project)
(3) Specifications of the procurement project: According to the bidding documents.
(4) Delivery deadline: January 29, 2027
(5) Delivery location: According to the bidding documents.
(6) Bidding method: Bidders shall estimate the desired contract amount including the base price of the procurement project and, if necessary, all expenses required for delivery such as transportation costs, insurance fees, customs duties, etc. The successful bid price will be the amount obtained by adding 10% of the bid amount to the amount stated in the bid form (if there is a fraction less than 1 yen, it will be rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. As a principle, the number of bidding executions for this tender is limited to two times. If no successful bidder is decided within these two rounds, as a principle, it will not shift to a discretionary contract based on Article 99-2 of the Budget Settlement and Accounting Act.
(7) Use of electronic procurement system: This project is subject to electronic bidding with submission of certificates etc. via the electronic procurement system. If it is difficult to use the electronic procurement system, a paper bid participation request must be submitted.
2. Eligibility for competition participation
(1) Must not fall under the provisions of Articles 70 and 71 of the Budget Settlement and Accounting Act.
(2) Must be rated A, B, C, or D in the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for fiscal years 2025, 2026, and 2027 for "Manufacture of goods" and have competition participation qualification in the Kanto-Koshinetsu region (or those who do not have the qualification but have passed the qualification examination and are listed in the qualification register by the bid opening date).
(3) Must not have been suspended from nomination by the Director of the Geospatial Information Authority of Japan during the period from the certificate receipt deadline to the bid opening.
(4) Must have obtained electronic certification if using the electronic procurement system.
(5) Must not be a person who is substantially controlled by organized crime groups or equivalent as requested by the police authorities for exclusion from Ministry of Land, Infrastructure, Transport and Tourism orders.
(6) Must have directly obtained the bidding documents etc. by the method specified in 3(3).
(7) Must submit documents proving achievements as specified in the specifications by the certificate receipt deadline and pass the examination.
(8) Application period and place for competition participation qualification: As stated in the "Public Notice on Qualification of Competitors" (Official Gazette dated March 31, 2026).

4. Others
(1) Language and currency used in bidding and contract procedures: Japanese and Japanese currency only.
(2) Bid and contract guarantee money: exempted.
(3) Requirements for bidders:
(a) Those wishing to participate via electronic procurement system must submit bid documents data (certificates etc.) by the certificate receipt deadline to the place in (1).
(b) Those wishing to participate by paper bid must submit necessary certificates etc. by the certificate receipt deadline to the place in (2).
In either case, if inquiries about the content of necessary certificates etc. are made by the responsible officer before the bid opening date, explanations must be provided.
(4) Invalid bids: Bids submitted by those without eligibility or violating bid conditions will be invalid.
(5) Necessity of contract creation: Required. This project will conduct contract procedures via the electronic procurement system. If difficult, a paper contract acceptance request must be submitted.
(6) Method of deciding the successful bidder: The lowest valid bid within the limit of the estimated price prepared based on Article 79 of the Budget Settlement and Accounting Act will be the successful bidder. However, if the bid price of the prospective successful bidder is deemed likely to result in non-conforming performance or seriously inappropriate to fair trade order, the next lowest bidder within the estimated price limit may be selected.

(8) 落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てた金額)をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。 原則として、当該入札の執行において入札執行回数は2回を限度とする。なお、当該入札回数までに落札者が決定しない場合は、原則として予算決算及び会計令第99条の2の規定に基づく随意契約には、移行しない。 電子調達システムの利用本案件は、証明書等の提出、入札を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願を提出するものとする。 競争参加資格予算決算及び会計令第70条及び第71条の規定に該当しない者であること。 令和07・08・09年度国土交通省競争参加資格(全省庁統一資格) 「物品の製造」において A、B、C又はDの等級に格付けされ、関東・甲信越地域の競争参加資格を有する者(又は当該競争参加資格を有していない者で、開札の時までに競争参加資格審査を受け、競争参加資格者名簿に登載された者)であること。 証明書等の受領期限の日から開札の時までの期間に、国土地理院長から指名停止を受けていないこと。 電子調達システムによる場合は、電子認証を取得していること。 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずるものとして、国土交通省発注の業務等からの排除要請があり、当該状態が継続している者でないこと。 入札説明書等を3(3)の交付方法により直接入手した者であること。 仕様書に示した実績を証明する参加資格要件関係記載書を証明書等の受領期限までに提出し、審査に合格した者であること。 競争参加資格の申請の時期及び場所 「競争参加者の資格に関する公示」 (令和8年3月31日付官報)に記載されている時期及び場所で申請を受け付ける。 3 4

(6) 契約書作成の要否要。本案件は、契約手続を電子調達システムで行う案件である。なお、電子調達システムにより難い場合は、紙契約方式承諾願を提出するものとする。 落札者の決定方法予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。 ただし、落札者となるべき者の入札価格によってはその者により当該契約の内容に適合した履行がなされないおそれがあると認められるとき、又はその者と契約することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、 予定価格の制限の範囲内の価格をもって入札した他の者のうち最低価格をもって入札した者を落札者とすることがある。 手続における交渉の有無無。 詳細は入札説明書による。
